The Office of Special Reviews (OSR) conducts administrative investigations and other reviews involving allegations of misconduct or gross mismanagement that implicate senior VA officials or significantly affect VA programs and offices. The office provides the OIG with the flexibility and capacity to promptly examine issues not squarely within the scope of another OIG directorate. Its staff are investigative attorneys, administrative investigators, management analysts, and other professionals with a broad range of expertise and experience.

OSR initiates oversight in response to referrals from the OIG hotline, the Office of Special Counsel, Congress, veterans service organizations, VA employees, and other sources. OSR also works collaboratively with other OIG directorates to review matters that require a multidisciplinary investigative approach.

The office primarily focuses on conducting administrative investigations. If OSR staff identify evidence of possible criminal conduct, they present the criminal allegation(s) to the Office of Investigations for coordination, referral, or joint investigation, as appropriate.
