The Semiannual Report to Congress summarizes the results of VA OIG oversight, provides statistical information, and lists all 169 work products issued from April 1 to September 30, 2023. During this reporting period, VA OIG audits, evaluations, investigations, inspections, and other reviews identified more than $1.14 billion in monetary impact for a return on investment of $11 for every dollar spent. The OIG hotline received and triaged over 18,000 contacts in the past six months—to help identify wrongdoing and address concerns with VA activities. Also during the past six months, special agents opened 230 investigations and closed 190, with efforts leading to 95 arrests. Collectively, the OIG’s work also resulted in 581 administrative sanctions and corrective actions during the six-month reporting period.

The OIG hotline received and triaged over 15,500 contacts in the past six months—to help identify wrongdoing and address concerns with VA activities. Also during the past six months, special agents opened 222 investigations and closed 217, with efforts leading to 122 arrests. Collectively, the OIG’s work also resulted in 595 administrative sanctions and corrective actions during the six-month reporting period.

During this reporting period, VA OIG audits, evaluations, investigations, inspections, and other reviews identified more than $1.4 billion in monetary impact, bringing the fiscal year’s total to nearly $4.6 billion in monetary impact with a return on investment of $24 for every dollar spent. The OIG published 309 products for the full year, with 166 products released during this reporting period alone. The OIG hotline received and triaged nearly 18,400 contacts in the past six months—more than 36,000 for the year—to help identify wrongdoing and address concerns with VA activities. Also during the past six months, special agents opened 178 investigations and closed 213, with efforts leading to 135 arrests. Collectively, the OIG’s work also resulted in nearly 600 administrative sanctions and corrective actions during the six-month reporting period.

This reduction in return on investment from the preceding reporting period is not unexpected given that OIG continues to focus a significant portion of our resources on reviewing allegations related to wait time manipulation. This work generally does not result in a monetary benefit; rather, it focuses on improving access to health care for veterans. During this reporting period, OIG issued 158 reports and work products on VA programs and operations, made 741 recommendations, and conducted investigations that led to 185 arrests.
