Summary
The OIG performed an audit to evaluate VAMC use of Intergovernmental Personnel Act assignments (IPAs). We found that the VAMC's use of IPAs for supporting research activities met Federal policy requirements. However, IPAs were inappropriately used to obtain clinical services and for administrative and support positions.
