Summary

Summary
The purpose of the audit was to determine if VBA protected the incomes and estates of beneficiaries who could not take care of their financial affairs (categorized by VBA as incompetent beneficiaries) from fraud, waste, and abuse. Audit results showed VBA personnel appointed appropriate fiduciaries to manage the funds of incompetent beneficiaries. We concluded that VBA could provide more effective supervision of certain fiduciaries to reduce the risk of theft or misuse of beneficiaries' funds.
