We substantiated that the Director used insulting and obscene language in conversations about employees. The Director admitted to the practice of “talking trash [sex]” with those who broach such subjects with him; discussing rumors about employee personal relationships; and engaging in sexually oriented conversations either in the office, at national program meetings, or conventions.
