Charles F. Miller was appointed Assistant Inspector General for Management and Administration in March 2026. In this capacity, Mr. Miller is responsible for leading comprehensive services supporting the Department of Veterans Affairs (VA) Office of Inspector General (OIG), including strategic and operational planning, internal control oversight, training coordination, budgetary formulation and execution, facilities management, human resources management, and oversight and operations of the VA OIG’s nationwide toll-free hotline. 

Mr. Miller joined VA OIG from the Defense Technology Security Administration (DTSA), where he served as a Senior Foreign Affairs Specialist supporting U.S. national security interests in Southeast Asia. He also served as DTSA Management Director and Chief Information Officer in charge of Human Capital, Information Technology, Budget Planning and Execution, and Security, where he successfully led the transition bringing the U.S. Government export licensing community onto a single IT system. Prior to this role, Mr. Miller was the Deputy Director of the Concepts Directorate at U.S. Army Pacific, where he was pivotal in forming the Army’s first Multi-Domain Task Force and driving innovation in the Pacific.  

Colonel (Ret.) Miller is a distinguished Air Force veteran with a notable career as a command pilot and diplomat with over 3,000 flying hours in the KC-135, C-21 and multiple foreign aircraft. His military career included assignments as the U.S. Air Attaché in Russia, Deputy Director of Staff and Political Advisor to the Commander, U.S. Air Forces in Europe. He holds a Master of Science in Systems Management from the University of Southern California and a Bachelor of Science in International Affairs from the U.S. Air Force Academy.
